Unlike in Gold and Silver, players are forced to awaken Raikou, Entei, and Suicune. However, Suicune is the only one you cannot find via the tall grass. Instead, it hangs around certain areas of the map.

The first location you'll find Suicune is the northern part of Cianwood City. It'll be near a wall, and will run off when you approach it. Eusine will appear and battle you.

Suicune will then head to Mt. Mortar. Head to the middle entrance of Mt. Mortar, and Suicune will be near the Apricot trees. (Requires Surf and Cut).

Lastly, Suicune will appear near National Park. It'll be behind a berry tree, and will run off ig you approach it. Return to Ercuteak City, and find the building in the northeast part of town. If you have the clear bell, the man inside will let you pass.

You'll be allowed to go to Tin Tower after defeating the Sage Triumvirate. Enter the tower, and if you haven't already captured or defeated them, Raikou and Entei will run off, leaving you alone with Suicune...
