After you defeat the Elite Four and received the SS Tidal ticket from your father, a news bulletin will flash on your TV informing you of a certain colored Pokemon flyign around Hoenn. You won't hear what color it is, but your mom will ask what color Pokemon it was. If you answer Red, Latias will appear around Hoenn; blue, and Latios will appear around Hoenn.
They will randomly jump from route to route and can be tracked when found. The easiest way to catch either one is to use the Master Ball you receive from the Aqua hideout. However, if you were foolish enough to use it on Rayquaza you will have to do it the hard way. Either of them is at level 40 and is the Psychic/Dragon-type combination. You're gonna need a Pokemon (or a few) with the ability 'Arena Trap', which prevents wild Pokemon from fleeing the battle. This Pokemon should be over Level 40 but not more than 55. This prevents Latias/Latios from fleeing. You should also put it to sleep or paralyze it. You'll have to weaken its HP to the red or orange zone and throw Ultra Balls like crazy until you are able to catch it successfully. However, if it manages to kill you, it will flee and you'll have to find it all over again. But this time, it will still have the same amount of HP as before. Now, you're not out of luck if you choose Latios over Latias, or vise versa. If you mix records with someone who has the Eon Ticket item, you will receive the Eon Ticket item. This lets you travel to Souther Island where the other Eon Pokemon is. Show this ticket to the woman at the ferry, and she will get the captain, who will then take you to the island. Inside a small clearing is a pedasilt. Go up to it and the eon will appear at level 50. The same strategy you used to capture the other Eon applies, except you will not need Arena Trap.
