After defeating the Elite Four for the first time, you cannot fight them again until you complete certain events in the game.
To be able to fight the Elite Four again do the following.
1. Obtain 60 Pokemon and talk to Professor Oak. Once all of these have been done, the Elite Four can be fought again. This time however, certain Johto Pokemon have been added to their arsenal. Not only that, their Pokemon have had a 10 level increase. This is the best place for easily raising Pokemon. I highly recommend teaching your Pokemon Thunderbolt (Electric), Surf (Water), Flamethrower (Fire), Psychic, Wing Attack or Aerial Ace (Flying), Crunch (Dark), Mega Punch (Normal), Body Slam (Normal), Earthquake (Ground) and Ice Beam (Ice). Of course, not a single Pokemon will be able to learn all of these moves, so space them out to different Pokemon.

Loreile has replaced her Slowbro with a Poliswine. Jynx and Piloswine are Ice/Psychic and Ice/Ground respectively, so they share a common weakness: Fire. They are also weak to Fighting as well as Dark (Jynx) and Water (Piloswine). Cloyster, Dewgong, and Lapras are still weak to Electric-type moves and are the most effective against her Pokemon.
Bruno has evolved both of his Onix into Steelix. Steelix has the type combo of Rock/Steel, and thus giving him weakness to Fire, Water, Ground, and Fighting-type moves.
Hitmonlee,
Hitmonchan, and Machamp are still weak to Psychic and Flying based moves like
before. However, any strong physical move (Mega Punch, Thrash, etc)
can easily take out Hitmonchan or Hitmonlee because of their low defense stats.
Agatha replaces her Haunter with a Misdreavus and evolves Golbat into Crobat. Misdreavus does not have the Ghost/Poison type combo like Haunter had, so therefore, it is no longer weak to Psychic-type attacks. Misdreavus, instead, is weak to Ghost and Dark type attacks, although the aforementioned Psychic is reletively effective against it. The rest of her Pokemon are still weak to Psychic, but Crobat and Arbok can be taken out with Electric and Ground type moves, respectively. One Dragonair has evolved into Dragonite, while another was dropped in favor of Kingdra. Unlike most dragons, Kingdra does not have the weakness to Ice. Instead, its only weakness is Dragon-type moves. Electric-type moves still work but are no longer super-effective. Both Dragonites are greatly weak to Ice-type moves. Aerodactyl and Gyarados will fall to simple Electric-type moves.
Pidgeot and Rhydon have been dropped in favor of Heracross and Tyranitar. Heracross is Bug/Fighting, so this means its major weakness is Flying-type moves. Psychic and Fire type moves are super effective as well. Tyranitar has a few weakness, Water, Fighting, and Grass to name some. Alakazam is weak to dark-type attacks. Any powerful physical move will easily take it out, however. Gyarados, Blastoise, and Charizard are weak to Electric-type attacks. Venusaur and Exeggutor are weak to Fire and Flying type moves, and Arcanine is weak against water-type attacks. |
