To get the Silver Wing, you must clear Team Rocket from the Goldenrod Radio Station (Silver) or get it from a man in Pewter City (Gold). Once you have all those, head for Olivine.

Once in Olivine, head west as if you were going to Cainwood. Surf all the way down until you hit the Whirl Islands. Find the one located to the northeast and use Whirlpool on the whirlpool. It should vanish. Continue surfing until you hit land. Enter the cave and use Flash.

Hop over the edge and then hop over the edge again, except do it all at the top of the cave. Follow the path and down the ladder. On the next floor, head south and you'll see another ladder. On the next floor, grab the Max Revive and then Surf. Find the Waterfall and head down. You should then see another cave. Hit dry land and enter. You'll see another pool. Inside is Lugia. Be sure to save your game here.

Lugia is at Level 40 (Silver) and Level 70 (Gold). Best way to capture him is to put him to sleep when his health gets down to the red zone. Use Ultra Balls until you catch him, using some move to put him to sleep when he wakes. Repeat until caught.
