In addition to the Dark-type that was introduced during Generation II, the Steel-type was created to further offset the inbalance issues. For the most part, Steel-type Pokemon are pure tanks. They are designed to take hits and stall the battle. Now, that's speaking competitively. You can still use them to take hits during regular game play, but that takes a lot of fun out of the same. Furthermore, Steel-types resist just about everything other there. They aren't very fast and usually have moderate attacking power, most likely due to be effective against two rarely used types, although there are a few exceptions to this. With just a couple of really good moves, the Steel-type lacks in offensive moves. Most of the moves do not have 100% accuracy so that puts the user at risk for a free hit.
