Pokemon Yellow brings slighty updated rosters for the Gym leaders and the Champion to be more like the animé. For the most part, the tactics foir them in Red and Blue will be the same, while others will change. Below is the person and their Pokemon they use, and any changes made. The Elite Four is not included since the tactic is the same.

Pewter Gym Leader Brock

Brock's Pokemon are two levels lower than before. You will need to raise a Mankey or Nidoran M/F until they learn their Fighting-type move (which is around level 1o to 12) and use them against Brock. Alternatively, you can raise a Caterpie until it becomes a Butterfree and learns Confusion.

Cerulean Gym Leader Misty

No changes here. Use Electrical or Leaf attacks on her Pokemon. If Pikachu or Bulbasaur are high enough levels, they should be able to get the job done.

Vermillion Gym Leader Lt. Surge

He now only has a Raichu on his team, which is at level 28. A fast Mankey, or a high level Nidoking, Nidoqueen, or a Dugtrio and several Diglett will be able to get the job done due to Electrical resistance. Several Diglett will be needed due to low defense.

Celadon Gym Leader Erika

Erika's team is mostly the same with lower stage evolutuions. Growlithe or Charmeleon will be the best bets here, or a Psychic, Flying, or Ice type with same-type moves.

Fuschia Gym Leader Koga

Koga has a complete roster and level change. A very high leveled Flying, Psychic, Ice, or Fire type will be needed with same-type moves, and many restorative items.

Saffron Gym Leader Sabrina

Sabrina's team changes and they are at level 50. Abra is no problem at all, and Kadabra is for the most part if it is knocked out quickly with powerful moves. No Poison-type Pokemon should do up against Alakazam, who should be induced with as many status conditions as possible and barraged with powerful physical moves.

Cinnabar Gym Leader Blaine

New team line-up. High leveled Pokemon with Water-type moves will do very well here.

Fuschia Gym Leader Koga

Rhyhorn was replaced by Persian. Leaf moves should be used on Rhydon and Dugtrio. The Nidos are weak to Psychic or Surf. Fighting moves on Persian.

Your Rival, the Champion

Sandslash, along with Flareon and Ninetails should be hit with powerful Water-type moves.
Magneton and Jolteon should hit with powerful Ground-type moves.
Exeggutor and Alakazam should be hit with powerful Fire-type moves and powerful Normal-type moves.
Vaporeon and Cloyster should be hit with powerful Electric or Leaf-type moves.
