In the video games, Team Rocket is an organization led by Giovanni who tries to take over the world by various means. However, in the anime, it refers to both the organization and the Jesse and James duo. In Yellow version, it means the same, although the duo is never refered to as Jesse and James. The duo is encountered several times throughout the game. Below is a location of each.

The first encouter with the duo will be at Mt. Moon. After you've defeated the Super Nerd and taken a fossil, they will ambush you at the exit. They will have a Lv. 14 Koffing, a Lv. 14. Meowth, and a Lv. 14 Ekans.

Most likely you will not have a Psychic-type move yet, so powerful attacks (you picked up TM01, right?) will have to do.

The next encounter will be at the Rocket Game Corner in Celadon City. Before you get to Giovanni, they will appear and attack with a Lv. 25 Koffing, Lv. 25 Ekans, and a Lv. 25 Meowth. If you have a Psychic-type move, like Confusion or Psybeam, use it.

The next encounter will be down the road at the Pokemon Tower. After defeating mama Marowak, they appear with a Lv. 31 Weezing, a Lv. 31 Arbok, and a Lv. 31 Meowth. Psychic- or Fighting-type moves would work well.

The last encounter is at Sliph Co. Like in Celadon, they will appear before you get to Giovanni. They use a Lv. 35 Weezing, a Lv. 35 Arbok, and a Lv. 35 Meowth. Psychic- or Fighting-type moves would work well.
